Notice is hereby, in accordance with Tex. Gov’t. Code Chapter 551, that a Special Meeting of the Crystal Clear Special Utility District Board of Directors will be held on Monday, April 13, 2026 beginning at 12:00 pm in the District offices located at 2370 FM 1979, San Marcos, Texas. The subjects to be discussed, considered, or upon which action may be taken are listed on the agenda. The Board of Directors reserves the right to go into executive session for any item on the agenda to seek the advice of counsel or any item on the above agenda for which an executive session is permitted by law. Crystal Clear Special Utility District (CCSUD) filed an application with the Texas Commission on Environmental Quality (TCEQ) for authority to levy a revised impact fee of $5,163 per standard connection within the district’s service area. CCSUD current impact fee has remained at $2,500 since prior to its conversion from Water Supply Corporation in 2013. The purpose of impact fees is to generate revenue to recover the costs of capital improvements or facility expansions made necessary by and attributable to serving new development in the district’s service area. At the direction of the district, a registered engineer has prepared a capital improvements plan for the system that identifies the capital improvements or facility expansions and their costs for which the impact fees will be assessed.
As of Wednesday, March 11, 2026, TCEQ approved the increase to levy impact fee to $5,163. This fee has been implemented as of Wednesday, April 1, 2026.
