The Notice of Application is a written requirement by TCEQ as part of the Impact Fee Application submitted by CCSUD. The one time fee of $5,163.00 per LUE would be an increase of $2,663.00 per LUE and only applicable to new service/meter connections or new development meter request. This is not an additional charge for existing meters.
Stage 3 Water Restrictions

To All Customers of Crystal Clear SUD;
As you each know, moderate drought conditions have returned to Texas, and forecasters are predicting that conditions may persist or worsen for the state. Crystal Clear Special Utility District (CCSUD) has been notified that when the Canyon Reservoir is less than 895 feet; Guadalupe-Blanco River Authority (GBRA) has imposed 5% restrictions on CCSUD’s wholesale water provider Canyon Regional Water Authority (CRWA). Therefore, CCSUD will stay in Stage 3 Water Restrictions and encourage all customers to conserve and follow the restrictions applied during Sage 3 rationing.
Stage 3 water rationing will continue to be in effect and shall remain in effect until further notice or until:
- the EAA changes its drought restrictions, or
- CCSUD gives notice of a change in drought stages or ends water rationing.
The following restrictions apply during Stage 3 rationing:
- No landscape watering between 10 a.m. and 8 p.m.
- No washing of parking lots, driveways, sidewalks, or streets unless for health or safety reasons.
- Swimming pools should be at least 25% covered by evaporation shields when not in use.
- No car washing at home except on watering days and times and no runoff into street or off property.
- No use of water for ornamental outdoor fountains unless water is recycled.
- Landscape watering permitted on no more than one designated day each week, except that water applied by buckets, handheld or soaker hoses or drip-irrigation systems is permitted to maintain shrubs, trees, and ornamental plants, but not grass or turf on any day.

A complete copy of CCSUD’s Drought Contingency Plan is available for review at our website crystalclearsud.org. If you believe you have a health or safety reason that would justify an individual customer “good cause” exemption from Stage 3 rationing, you may send a written request to the CCSUD business office. Watering ornamental vegetation or lawns is not considered a good cause.

Current and correct contact information is required by CCSUD for many reasons. One of which is that CCSUD Staff distributes alerts via a notification system. This could be vital information which you may not receive if your contact information is not current/correct such as a Boil Water Notice or other emergency alerts. Please contact the CCSUD office 830-372-1031 asap or return the portion of your billing statement that has the update form included with the current and correct information for contacts.

TWDB Funded Projects

You may have noticed, in and around your area, that CCSUD has projects on-going in our Certificate of Convenience and Necessity (CCN). Some of the projects are funded by the Texas Water Development Board (TWDB) through the Clean Water State Revolving Fund (CWSRF) equivalency and Drinking Water State Revolving Fund (DWSRF) financial assistance.
All recipients of the CWSRF equivalency and DWSRF financial assistance are required to post notification as part of project public awareness. CCSUD has posted in accordance with this policy. In an effort to create more community awareness, this alert is intended to provide for an easier method to access the information and bring it to the attention of our customers.
